Matt is an experienced director, commercial manager and quantity surveyor with over 30 years’ industry experience spanning healthcare, education, residential and mixed-use building projects. He has managed a wide range of projects within the construction industry working with clients, contractors and specialist subcontractors to provide commercial and contractual guidance and support.

Matt specilaises in JCT, NEC and bespoke contracts advising clients in risk management, claims and disputes, negotiations, medication and adjudication as well as being involved in practical day-to-day commercial management.

In April 2022 Matt joined GVE as the Managing Director of GVE Commercial Solutions (Building) Limited to head up our new construction consultancy focussing on all building clients and building-related matters. GVE Commercial Solutions (Building) Limited, along with GVE Commercial Solutions Limited – our civil engineering consultancy, is a collaboration collectively known as GVE Commercial Solutions (GVE).

Undertaking review of contract terms and conditions, finalisation of contracts, effective procurement, commercial and contractual administration, negotiation and settlement of accounts and resolution of disputes.

Matt was overseeing a number of major projects within the Capital Works Division, including a £90m mixed retail/residential development for a major UK supermarket chain, a £50m residential scheme in South East London for a housing association, as well as resolving a number of complex historic disputes and issues that existed within the business.

Matt was responsible for the financial delivery of the projects under his control and for working with the project and client teams to ensure robust financial control, timely and accurate cost reporting and providing them with the right level of support and guidance to maximize the benefit to the business.

Commercial Director

Matt was responsible for overseeing the Commercial Management of a £50m new build further education college in York, working on an “open book” basis with the client to share risks and rewards, a strategy which enabled the project to be completed both on budget and completed over six weeks early.

As part of the Building Schools for the Future programme, Matt was also part of the senior management team that was responsible for delivering three new schools and three academies, over a two year period, with a combined value of £100m in Sunderland, in the North East of England.

He completed his time in the North of England, leading the commercial management of a new £320m general hospital facility at Wakefield and Pontefract. Overseeing a team of 15 surveyors to manage all commercial and contractual aspects of the project and working closely with all stakeholders, in particular the Hospital Trust to deliver a successful and profitable scheme.

 

Bovis Lend Lease
Senior Commercial Manager
Matt was Commercial Manager for a £50m batch of six new PFI schools in and around Newcastle upon Tyne, built alongside existing school facilities, whilst they were still fully operational.

Managing his surveying teams across six different sites to ensure the effective procurement of specialist contractors who could meet the strict programme requirements, tied into school term times. He was also responsible for value engineering the design to find the most appropriate solutions to satisfy the client and facilities management partner, who needed to operate the schools for the next 30 years. Close liaison with technical advisors for the drawdown of funds and to agree changes and enhancements to the scheme was also some of his key duties.


Mowlem
Senior/Managing Surveyor
Responsible for the commercial management of a new school in Reading, a distribution warehouse for John Lewis in Bracknell and a biotech research facility near Guildford, carrying out the full range of surveying duties, including sub-contract procurement and management, valuation, client change and cost reporting and final account management.

Matt was subsequently seconded for a four year period to the major projects division to act as Managing Surveyor for a major hospital PFI development, the 55,000m2, £150m James Cook Hospital, in the North East of England. Overseeing a team of 5 surveyors to ensure effective procurement and management of all major sub-contract packages, detailed internal reporting and close liaison with our client, the hospital trust, funders and FM provider.
